: may be the constant rtol or the 2 vector [rtol atol]

`rtol`	:tolerance used when evaluating observability.
`atol`	:absolute tolerance used when evaluating observability.

sl : linear system (syslin list sl=[A,B,C,D(s)])

transfer to state-space conversion:
