Abstract:

Website          http://cermics.enpc.fr/~delara/MIFIMA/

The MIFIMA action has been carried out by a 3-3-3 multidisciplinary international team of academic and professionals:

The international scientific coordinator of MIFIMA was Michel De Lara, Cermics, École des Ponts ParisTech, France, also coordinator for France. The Chilean scientific coordinator was Julio Peña Torres, Facultad de Economía y Negocios, Universidad Alberto Hurtado, Santiago. The Peruvian scientific coordinator was Eladio Ocaña, Instituto de Matemática y Ciencias Afines (IMCA), Lima.

Our team of circa fifteen investigators has developed decision models for the sustainable management of fisheries. We have given some 50 conferences, delivered 8 courses, have organized 3 workshops and 3 special sessions in international congresses. Our action has been supported by the STIC-South America scientific-technological cooperation programme between France, Argentine, Brazil, Chile, Peru and Uruguay.

The accent has been put on fisheries management case studies, but the methods encompass other fields of application such as aquaculture, forest or ore management. The mathematical tools for management rely upon (deterministic and stochastic) control theory of dynamical system and optimization (viability, optimal control), an area typically relevant of the STIC domains. Such tools go with the parallel development of Scilab computer programs for simulating the effect of strategies (optimal, viable, etc.).

2 Scientific evaluation: main achievements of the MIFIMA action

2.1 Short description of the main scientific results

MIFIMA has produced original interdisciplinary work at the interface of mathematical modeling, economy and biology.

2.2 List of publications

2.3 Participation in international congresses

The MIFIMA project has been offered three opportunities to present its scientific contributions within international congresses.

The participation of individual members of the MIFIMA team to congresses is mentionned in §3.

2.4 Organization of workshops

The MIFIMA project has been the inspirator and organizer of three workshops which have attracted audience well beyond the MIFIMA team.

The meetings of the MIFIMA team are mentionned in §3.

2.5 Program observations

Cooperation with the private sector

The Chilean Centro de Estudios Pesqueros (CEPES) is financed by the Chilean fishery industry. Two of its members, Alejandro Zuleta and Pedro Rubilar, are part of the MIFIMA team. The Chilean team has devoted a lot of time to answer a call for proposals with the Chilean fishery industry, to no avail.

Cooperation with the public sector

The cooperation with the public regulatory sector has been successful. The Chilean Subsecretaría de Pesca has regularly followed the MIFIMA contributions. The IMARPE, Instituto del Mar del Peru, has provided data and two researchers, Jorge Tam and Ricardo Oliveros Ramos, to join the MIFIMA team.

Initiation of relevant initiatives

By extending our reach outside of Peru and Chile in South America, we have initiated some research with Colombia.

Future perspectives of collaboration between the partners of the project

The partners of the project are still working on joint papers.

Strong points of the program

The MIFIMA project has made possible that three scientific communities - economy, biology, mathematics - put their tools and data in common to contribute to address practical problems in sustainable fishery management. Our originality has been recognized outside the academic world. The most striking example is when professionals have offered MIFIMA an invited session ``Modelos bioeconomicos en pesquería: Grupo MIFIMA'' at the XXIX Congreso de Ciencias del Mar in Chile in 2009.

The money funders have been flexible enough to authorize meetings in South America outside of Peru and Chile. This has allowed the initiation of some research with Colombia.
