Here is the documentation of Scilab cvs version in Microsoft HTML Help format

Scilab help files are now coded in xml syntax. html files or chm files (Microsoft HTML Help format) can be generated from these xml files. ( Microsoft®#circledR; HTML Help is the next generation online help authoring system from Microsoft Corporation. It uses the underlying components of Microsoft Internet Explorer to display help content. More info at Microsoft HTML Help Web Page).

The help files in English (Scilab English :-) in Microsoft HTML Help format in one file (extension chm): sciman-2003-11-18.chm

To view the help file you will need the Microsoft HTML Help Workshop runtime named hh.exe. If hh.exe is present on your machine, just clik on the chm file to run it or use the dos command hh.exe xxx.chm.

If you want to build the .chm file you will need Microsoft HTML Help Workshop compiler hhc.exe. All the necessary files (sciman.hh*) for building the .chm help file can be generated by Scilab (Take a look at the Makefileint the directory man/eng).
